Sheriff Dick Tweddell has
utilized his
experience in Police administration and criminal investigations
becoming
the # 1 Law Enforcement Officer in Steuben County.
Sheriff Tweddell spent 32 years as a member
of the New York State Police from 1965 to 1997 before accepting
appointment
as Undersheriff. During his career with the State Police, he was
assigned to various details such as road patrol, criminal investigator,
narcotics investigation, Organized Crime and instructor at the New York
State Police Academy. He was certified as a Negotiator by the New
York State Police using his skills in various hostage negotiations
throughout
the State.
In administration, Sheriff Tweddell supervised
a State Police station, was a Unit Coordinator for the Bureau of
Criminal
Investigation, and represented the State Police as a member of the
Police
Benevolent Association. His responsibilities with the PBA were to
represent Troopers statewide in contractual issues, disciplinary
proceedings,
grievances, health insurance, retirement, disability issues and many
other
areas.
Sheriff Tweddell’s education includes
Psychology,
Statistics, Oral Communications and Police Supervision.
Within Sheriff Tweddell’s tenure with
the Steuben
County Sheriff's Office, the Sheriff's Office has advanced in many
areas;
1.) The Steuben County Jail has gone from
being decertified
by the Commission of Corrections to regaining certification and ranking
among the top county jails in the State.
2.) The road patrol coverage was increased to 24
hour 7 day a week coverage.
3.) Extensive training has been introduced in all
Divisions.
4.) A countywide Scuba Team was formed to provide
quick response to water search and rescue, including ice rescue.
5.) A closest car concept has been introduced with
the other Police Departments in the County including the State Police.
6.) An agreement has been reached with the State
Police on any major crime scenes to be jointly investigated.
7.) A rank system has been installed where
subordinates
are supervised and monitored. This instills a sense of confidence
for any member while performing their duties, knowing they are backed
by
a vast area of knowledge and support.
8.) Preventive maintenance schedules were introduced
to the Sheriff's Office fleet. This not only insures a safe
vehicle
but allows the vehicle to be used for thousands of more miles.
9.) New rules and regulations were developed for
all employees of the Sheriff's Office. This reinforced the
standards
the employees are expected to maintain, coupled with disciplinary
policies
put in place. Employees found a sense of pride and dedication to
their position.
10.) Training expanded to 12 employees being
certified
as operators in the Automated External Defibrillator, with AEDs placed
in the Steuben County Office Building and Jail for use in cardiac
arrest
emergencies.
11.) Improved security at the Steuben County Office
Building.
